Opening up new development space
In implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science and technology, innovation, and national digital transformation, Vinh Tuy Commune has rolled out a range of synchronized and practical solutions, gradually embedding digital transformation across all sectors and turning it into an important driving force for local socio-economic development.

With the concerted involvement of the entire political system, the commune has completed 34 digital transformation targets under Phase 2. The Commune Public Administration Service Center has been comprehensively equipped with modern facilities such as automated queue machines, display screens, computers, and scanners, effectively meeting the needs of organizations, businesses, and individuals in handling administrative procedures.
To date, all eligible administrative procedures have been provided online at Levels 3 and 4, with online submissions accounting for approximately 70 percent of total dossiers. Electronic document exchanges among administrative agencies have reached 100 percent, helping shorten processing time, reduce costs, and enhance transparency in public administration. Notably, the pilot implementation of the paperless meeting model (e-Cabinet) has gradually modernized working methods and improved the effectiveness of leadership and administration at the commune level.
According to Nguyen Thi Chuc, an official at the Commune Public Administration Service Center, “I am in charge of justice and civil status affairs and handle around 70 applications per day on average. Since online public services were introduced, dossiers have been processed on the system, significantly accelerating the handling of administrative procedures. People are now accessing and gradually becoming familiar with using VNeID accounts to submit documents and applications, which has made things more convenient for both sides.”
Alongside improving administrative procedure efficiency, the commune has placed strong emphasis on bringing digital transformation closer to the people by establishing 28 community digital technology teams across villages. These teams have served as an effective extension of grassroots Party committees and local authorities, directly guiding residents in installing and using essential digital applications such as VNeID, online public services, cashless payments, and administrative information lookup.
Building on these initial foundations, digital transformation has begun to generate positive changes in production and business activities, particularly for local agricultural specialty products. Several products have been promoted and introduced on e-commerce platforms and social media, opening up new markets and distribution channels, enhancing product value, and increasing incomes for local people.
Phan The Do, a resident of Tan Lap Village, Vinh Tuy Commune, shared: “My family has been involved in producing and processing Shan Tuyet tea for more than 30 years. In the past, our products were mainly sold to regular customers. Now, I personally conduct livestream sales on Facebook and TikTok. Through this, more customers learn about our brand story, cultivation, harvesting, processing, and tea appreciation. As a result, our market has continued to expand both domestically and internationally.”
Along with production, digital transformation has also brought about clear changes in people’s daily lives. Nguyen Duc Ngoc, Head of Tan Thanh Village, Vinh Tuy Commune, said: “The village has 64 households with 302 residents, mainly from the Kinh, Dao, Tay, and Nung ethnic groups. Internet coverage reaches 98 percent; 90 percent of residents can use smartphones; and 87 percent have completed Level-2 electronic identification on VNeID. In addition, the village maintains a Zalo group to promptly disseminate information and communicate Party and State guidelines, policies, and laws, serving as an effective channel connecting local authorities with the people in implementing assigned tasks.”
According to Mai Thi Giang, Vice Chairwoman of the Vinh Tuy Commune People’s Committee, despite the positive results, digital transformation still faces several challenges due to limited investment resources, incomplete IT infrastructure, and uneven digital skills among some residents, especially in remote villages. On that basis, the commune has determined that digital transformation must be implemented according to an appropriate roadmap, with tangible effectiveness as the key measure. We will focus on completing IT infrastructure, accelerating the digitization of records and data, improving human resource quality, and closely linking digital transformation with administrative reform to better serve the people.
