Bringing computers to villages: A “digital bridge” narrowing the gap in highland areas

As Vietnam accelerates digital transformation from the central government to local levels, Tuyen Quang Province is rolling out practical solutions to bring technology to remote highland villages. Given its mountainous and fragmented terrain, equipping villages with computers is not merely a technical measure but a fundamental step toward narrowing the digital divide between remote areas and urban centers.

Previously, village officials and residents had to travel to commune centers to obtain information, pick up documents, or complete administrative procedures. Today, with computers installed directly in villages, Party cell secretaries, village heads, and local people can access technology, public services, and information more quickly and conveniently.

Lung Cu Commune is among the earliest localities to implement this initiative. Since 2024, the commune has equipped nine villages with computers using socialized funding. Following administrative consolidation, more than 30 villages remain un-equipped. The Party Committee and People’s Committee of the commune are continuing to mobilize resources to achieve full coverage. According to Duong Ngoc Duc, Secretary of the Lung Cu Party Committee, providing computers not only supports the digitization of Party and State documents but also promotes tourism and services, identified as key economic sectors of the locality. At the same time, the commune is deploying an “Electronic Handbook” for Party cells and members and prioritizing the selection of younger, well-educated village officials to keep pace with digital transformation.

In Tat Nga Commune, by early 2026, computers had been provided to 13 out of 22 village Party cells. The initiative has been identified as a “digital bridge” to ensure that digital transformation policies translate into real-life practice, rather than forcing residents to travel long distances to commune centers. Alongside equipment provision, the commune has organized training sessions and installed operational management software so that documents from higher levels are delivered promptly. The locality is currently proposing solutions to eliminate mobile signal blind spots, intending to equip all 22 villages with computers.

Using socialized funding, Hoa An Commune has equipped all 30 villages with computers and printers and organized hands-on training courses for village officials. Beyond serving Party-related work, village computers have become tools to help residents access market information, learn effective production models, and gradually apply technology in daily life.

Bringing computers to villages is not simply about adding equipment; more importantly, it brings digital transformation closer to the people, turning policy into concrete and practical action. These “digital bridges” are helping narrow development gaps and promote sustainable new rural development in the highland areas of Tuyen Quang Province.
