Enhancing the effectiveness of the two-level local government model

The Government Office has announced the conclusions of the Permanent Government Body at a conference reviewing obstacles in the implementation of the two-level local government model.

 

Accordingly, to further promote achieved results and address existing difficulties, the Permanent Government Body requested that ministers, agencies and departments accelerate decentralization, urgently review guiding documents related to 335 tasks specified in Dispatch No. 174 of the Steering Committee for the implementation and rearrangement of administrative units at all levels, and work towards building a two-level government model.

Provinces are required to apply information technology, promote digital transformation, complete shared databases, and provide online public services via the National Public Service Portal, ensuring connectivity and efficiency for people and businesses.

Local authorities are urged to promptly adjust provincial and municipal plans to create favourable conditions for business operations and effective resource utilization, thereby contributing to local socio-economic development.

Provinces nationwide need to focus on restructuring public service units, particularly in education and training as well as healthcare, in line with the conclusions of the Politburo. They work to complete the establishment of public service units under communal-level People’s Committees to provide basic public services.

Localities should proactively organize training courses to improve the capacity of officials and civil servants in key fields such as finance, land management, planning, and information technology.

The implementation of the two-level government model is expected to be a key factor in building a streamlined, efficient and effective government apparatus.
