Changing mindset, opening pathways out of poverty for ethnic minority people

In implementing Project No. 6 on communication and information dissemination under the National Target Program for Sustainable Poverty Reduction for the 2021-2025 period, Xuan Giang Commune has rolled out various solutions to help local people access essential information.

Xuan Giang Commune has identified communication and information dissemination as a “key” factor in helping local people gain a correct and sufficient understanding of poverty reduction policies and strategies. As a result, people are able to actively participate in and effectively benefit from national support programs.

Expanding internet services and mobile networks, promoting digital transformation, and strengthening grassroots information provision have played an important role in advancing sustainable poverty reduction.

In 2025, the commune allocated more than VND 70 million to cooperate with media agencies to disseminate information and promptly reflect poverty reduction efforts. The locality also promoted exemplary models to encourage and boost local economic development.

In addition, the commune has maintained its local public address system to ensure regular information delivery to all hamlets and villages.

The commune has also leveraged digital platforms and social networks to expand access to information, particularly among young workers.  Thus, local people were guided on using mobile phones, accessing the internet, utilizing online public services, and searching for information related to production and business activities.

Investment in communication and information dissemination has contributed significantly to the implementation of the commune’s Sustainable Poverty Reduction Target Program. Accordingly, by December 2025, the commune recorded 78 near-poor households and 72 poor households, exceeding 21 assigned targets.

In the coming period, Xuan Giang Commune aims to reduce multidimensional poverty by 2% in 2026, diversify information channels, and strengthen cooperation with relevant agencies to create a solid foundation for the effective implementation of its sustainable poverty reduction targets.
