Minh Ngoc leads in the satisfaction index of public administrative service
After the administrative merger, Minh Ngoc Commune quickly stabilized its organizational structure and strengthened the operation of its Public Administrative Service Center - a key step in administrative reform that has improved the efficiency and effectiveness of local governance.

Since the two-tier government model was introduced, by the end of October 2025 the commune’s service center had handled nearly 600 administrative dossiers, 97% of which were submitted online. All applications were processed on time or ahead of schedule, with no complaints related to staff attitude or service quality. Major service areas such as certification, civil registration, land administration, and social welfare were all handled promptly.
Minh Ngoc’s public service performance index has consistently ranked among the highest in the province, scoring 18 out of 18 for transparency, 20 out of 20 for processing timeliness, 8.04 out of 12 for online public services, and a perfect 18 out of 18 for citizen satisfaction. Its average monthly score has remained above 90 out of 100, making it one of the province’s top-performing communes.
According to Nguyen Minh Chuong, Vice Chairman of the Commune People’s Committee and Director of the Public Administrative Service Center, Minh Ngoc considers citizen satisfaction as the key measure of work performance. By 2026, the commune aims for all administrative procedures to be fully processed online, with all dossiers digitized, and over 90% of residents possessing digital identification and using online payment services.
To further improve administrative efficiency, the commune continues to enhance information technology applications, invest in modern equipment, and expand e-government initiatives. It also enforces strict working regulations, promotes professionalism and friendliness in public service, and assists citizens in accessing online services through the community digital technology team.
With innovation, strong political will, and the support of local people, Minh Ngoc Commune has become a model in administrative reform, contributing to the building of a digital government that better serves citizens and businesses.
