Fostering young talents

The Government has issued Decree No. 263/2025/ND-CP detailing and guiding the implementation of the Law on Science, Technology, and Innovation, introducing various preferential policies for outstanding young scientists and engineers.

Accordingly, qualified individuals will be given priority for recruitment as public employees and receive an additional allowance equal to 150% of their current salary for five years from the date of recruitment. They will also receive funding to establish strong research groups, develop scientific projects, be prioritized for overseas study, internships, and short-term work programs, and may be assigned to lead science, technology, and innovation projects.

The decree concretizes Resolution No. 57-NQ/TW of the Politburo on talent utilization, aiming to create mechanisms that attract and effectively employ high-quality human resources, particularly in the field of science and technology. It seeks to build an appealing working environment with fair incentives to maximize the contributions of talented individuals to national development.

This policy serves as a strong motivation for students, postgraduates, and young researchers, encouraging them to strive for excellence in study and innovation. It marks an important step toward nurturing a new generation of intellectuals, fostering modern scientific and technological growth, and driving Vietnam’s sustainable development.
