Creating favourable conditions for low-income people to have a house
For many years, the Party, the State, and the Government have identified housing as a key social welfare policy.

As of July 2025, approximately 36,962 social housing units have been completed nationwide out of a total of 100,275 units assigned for construction. By the end of the year, an additional 36,700 homes are expected to be finished, bringing the total to more than 73,000 units.
This marks an important step toward achieving the goal of building one million social housing units by 2030.
By August 2025, Vietnam had basically completed the eradication of temporary and dilapidated houses across the country, ensuring safer and more stable living conditions for the people.
The Prime Minister has recently issued specific directives to develop a stable, safe, healthy, transparent, and sustainable real estate market, focusing on key solutions to increase housing supply, reduce costs, and keep commercial housing prices at reasonable levels in line with market fundamentals and the country’s economic conditions.
These efforts aim to ensure that housing prices match the average income of the majority of citizens, while continuing to promote the development of social housing, enabling people to access adequate, affordable, and stable homes.
Vietnam’s housing policy thus continues to affirm its humanitarian orientation, ensuring that every citizen can “settle down” and contribute more effectively to the country’s overall development.
