Breakthrough for the development of private healthcare
The Politburo’s Resolution No. 72-NQ/TW on breakthrough solutions for protecting, caring for, and improving public health has just been issued, and it is regarded as a fresh breeze for the health sector in general and the private healthcare community in particular.

One of the most significant highlights of Resolution 72-NQ/TW is the introduction of specific mechanisms and policies aimed at addressing the greatest challenges facing private healthcare, while also creating strong momentum for this sector to develop sustainably.
Specifically, breakthrough policies include: prioritizing access to clean land and land recovered from other projects; allowing flexible conversion of land use purposes to medical land; and applying fast-track land clearance mechanisms. This marks a major step forward in resolving land issues and helps shorten the implementation time of private healthcare projects.
Policies such as exemption from land use fees, reduction or waiver of land rental fees, and exemption from corporate income tax for non-profit private medical facilities will significantly reduce operating costs. This, in turn, enables private healthcare facilities to provide medical services at more affordable prices, accessible to a broader segment of the population. In addition, allowing private healthcare facilities to lease state-owned facilities in accordance with regulations is an innovative measure that maximizes the use of available public infrastructure.
Moreover, mobilizing social resources for public health care - particularly in investment, research, production of medicines, vaccines, medical equipment, testing, inspection, and calibration - along with encouraging the development of large-scale private hospitals with advanced techniques on par with national and international standards, represents a strategic orientation. It highlights the state’s recognition of and emphasis on the contributions and strong transformation of Vietnam’s private healthcare sector.
These policies reflect the Party’s innovative mindset in developing private healthcare. For the private healthcare community, this is a historic milestone and a powerful source of motivation, sparking enthusiasm and determination to invest and work alongside the country in achieving progress in improving the quality of healthcare services for the people.
