Over the past 80 years since independence, Tuyen Quang, the Capital of the Liberation Zone, where President Ho Chi Minh and the Party Central Committee chose as the command center for the August Revolution in 1945, has consistently upheld the principle of “Taking the People as the Root,” serving as the guiding compass for all policies aimed at improving people’s lives.

In the early days of independence, alongside the nation, Tuyen Quang launched the mass literacy campaign “Binh Dan Hoc Vu,” enabling around 170,000 people to escape illiteracy between 1945 and 1955. Nowadays, education remains a top priority: 100% of five-year-old children receive preschool education, 99.7% of primary students, and 95.6% of lower secondary students attend school.

After the northern border war (1979-1989), the province paid special attention to families of war invalids, sick soldiers, veterans, and policy beneficiaries. From 2019 to 2022, a housing support program mobilized over VND340 billion and nearly 300,000 workdays to build more than 6,700 houses, including over 1,000 for families of those who rendered meritorious services. Between 2021 and 2025, Tuyen Quang continues to eradicate makeshift and dilapidated houses for nearly 40,000 households, ensuring that no veteran or policy family lives in inadequate housing.

At the same time, the province has effectively implemented national programs 134, 135, and 30a, along with its initiatives. In particular, the three National Target Programs on sustainable poverty reduction, new rural development, and socio-economic development in ethnic minority and mountainous areas have brought significant improvements. By 2025, per capita income is expected to reach nearly VND55 million annually; 100% of communes will have paved or concrete roads to their centers; the poverty rate among ethnic minorities is projected to decline by over 5% each year; 97% of the population will participate in health insurance; nearly 90% of children under one year old will be fully vaccinated; and the doctor-to-population ratio will exceed 10 per 10,000 people - higher than many other mountainous localities.

As a result, Tuyen Quang has been gradually narrowing the development gap in remote areas, improving both material and spiritual life for its people. From a once-poor province, Tuyen Quang is rising strongly, confidently stepping into a new era of prosperity and happiness, upholding its steadfast principle: “All for the lives of border communities.”
