In the context of rapid digital transformation across all sectors, the application of technology to ensure social security is not only a modernization trend in state management but also a humanitarian step, enabling citizens, especially vulnerable groups, to access policies more fairly, conveniently, and transparently.

Digital transformation and technological applications in public service are ultimately tools to serve the people. In many localities such as Tuyen Quang, Ho Chi Minh City, and Bac Ninh, authorities have implemented digital solutions to support residents in the field of social welfare.

Local governments have updated data on poor households, near-poor households, and people with meritorious services onto digital platforms, ensuring accurate management and avoiding duplication. Social allowance procedures, health insurance, and social insurance are now processed via the National Public Service Portal and the VNeID application. Personal information is integrated into identification codes, sparing citizens from repeatedly submitting the same documents when completing administrative procedures.

Despite these positive outcomes, advancing digitalization in social security still faces several challenges. Regional disparities directly affect the quality of digital transformation in this field. People in remote areas, the elderly, and persons with disabilities often struggle to access technology. Data synchronization across sectors, such as health, education, labor, war invalids, and social affairs, remains incomplete. At the same time, risks related to personal data security require robust safeguards.

Promoting digitalization in social security is not merely administrative reform; it reflects the determination and moral commitment of the Party and the State to ensure that “no one is left behind.” When applied effectively, technology becomes a vital bridge between policy and daily life, helping citizens access their entitlements more equitably, swiftly, and with dignity.
