Tuyen Quang’s education sector proactively adapts to the two-tier government model
In the wake of the two-tier local government model implementation, Tuyen Quang’s education sector has been proactively restructuring its organizational system and reorganizing the school network to meet new demands.

The province currently operates more than 1,260 educational institutions with nearly 17,300 classes and groups, serving around 500,000 students. Under the guidance of the Ministry of Education and Training and the Ministry of Home Affairs, the management of preschools, primary, and lower secondary schools remains under the authority of commune-level governments. Meanwhile, vocational and continuing education centres, previously overseen by district-level People's Committees, have been transferred to the Department of Education and Training and reorganized into inter-communal clusters to enhance operational efficiency.
The education sector has coordinated with local communes to review and assess the current status of teaching staff and class sizes in order to flexibly allocate teachers across schools and education levels. At the same time, plans for teacher recruitment are being developed in line with approved targets and job positions. Training initiatives and partnerships with teacher training institutions are also being promoted to ensure a sufficient supply of qualified teachers, under the 2019 Education Law.
In response to the transfer requests of over 500 students returning to the provincial centre, the Department of Education and Training has proactively reviewed registration lists, made appropriate allocations, and facilitated enrollment procedures to simplify administrative processes and save time for both parents and students. Schools have also assessed their infrastructure, identified the need for additional classrooms, furniture, and teaching staff to ensure full readiness ahead of the 2025–2026 academic year.
Vu Thi Kim Chung, Deputy Director of the Department of Education and Training, emphasized that implementing the two-tier government model necessitates substantial adjustments in education management. The education sector will continue to offer practical and timely recommendations to ensure that preparations for the upcoming academic year proceed without disruption.
With proactive leadership, flexible implementation, and strong grassroots consensus, Tuyen Quang’s education sector is steadily adapting to the new governance model, laying the groundwork for improving the overall quality of education.
