Tuyen Quang attends Japan–Northern Four Provinces Investment Promotion Forum

On the afternoon of August 24, in Hanoi, the Embassy of Japan in Vietnam held the Japan–Northern Four Provinces Investment Promotion Forum, bringing together Tuyen Quang, Lao Cai, Đien Bien and Son La provinces.

The forum was attended by H.E. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam; representatives from the Ministry of Foreign Affairs, the Ministry of Finance and the Japan International Cooperation Agency (JICA); and representatives of several Japanese enterprises.

Representing Tuyen Quang Province were Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Hoang Gia Long, Member of the Standing Board of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; Van Dinh Thao, Member of the Standing Board of the Provincial Party Committee and Head of the Provincial Management Board of Industrial Parks and Economic Zones; leaders of provincial departments and sectors; and representatives of several local businesses.

In a cordial and friendly atmosphere, Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, and H.E. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, reviewed the positive and comprehensive results achieved in cooperation between the Embassy of Japan, Japanese organizations and localities and Tuyen Quang Province over the past years. These achievements have made an important contribution to promoting the Comprehensive Strategic Partnership between Vietnam and Japan.

Chairman of the Provincial People’s Committee Phan Huy Ngoc affirmed that Tuyen Quang possesses considerable potential and advantages in agriculture and forestry, forest resources, processing industries, renewable energy, eco-cultural tourism and green economic development. Tuyen Quang has identified rapid and sustainable development as a key priority, based on effectively harnessing its potential and advantages; accelerating the application of science and technology, promoting innovation and green transformation; while proactively integrating into the international community and expanding international cooperation.

In line with this orientation, Japan is one of the partners that Tuyen Quang attaches particular importance to and wishes to further develop long-term, substantive and effective cooperation with. Japan has strong advantages in technology, governance, supporting industries, human resource development and development cooperation. These are also areas in which Tuyen Quang seeks to strengthen knowledge-sharing, cooperation and resource mobilization in the province’s development process.

Speaking at the forum, representatives of several Japanese enterprises currently investing in Tuyen Quang shared their experiences, including both advantages and difficulties encountered during the implementation of their projects in the province. Many businesses expressed their satisfaction with the provincial authorities’ support, which has enabled their projects to be implemented and operated smoothly, including the EREX Tuyen Quang Biomass Power Plant project and the Bitexco Power hydropower cluster along the Lô River.

With a strong commitment to promoting development and supporting Japanese businesses at the forum, Chairman of the Provincial People’s Committee Phan Huy Ngoc affirmed that Tuyen Quang will create the most favorable conditions for Japanese enterprises seeking investment opportunities in the province. He emphasized that, in recent years, the province has focused on improving the investment and business environment, accelerating administrative reform, investing in and developing transport infrastructure, and introducing numerous mechanisms and policies to attract and support businesses. As a result, the province’s investment environment has gradually improved, investor confidence has strengthened, and effective production and business projects undertaken by investors have contributed to economic growth, job creation, higher incomes for local people, and increased state budget revenues. He also highlighted a number of the province’s strengths and achievements in recent years, including its 6th-place ranking among 34 provinces and centrally run cities in the 2025 Provincial Competitiveness Index (PCI), its second-place ranking nationwide in the 2025 FTA Index, as well as the planning of industrial parks, industrial clusters and transport infrastructure. These factors provide favorable conditions for Japanese enterprises to invest in Tuyen Quang, thereby helping boost exports and increase incomes.
