Accelerating progress on key projects
In recent years, Party committees from the provincial to grassroots levels have strengthened their leadership role in expediting the progress of key projects and major infrastructure works. In Thai Hoa Commune, where 5.8 km of the Tuyen Quang – Ha Giang Expressway runs through, the local Party Committee has identified land clearance as the decisive task and a measure of leadership effectiveness. The commune has held multiple meetings and dialogues with affected households, thereby ensuring timely handover of land to the project investor.

The Ho Chi Minh Road project, section Cho Chu (Thai Nguyen) – Nga Ba Trung Son, spans nearly 29 km, including 17.1 km running through Tuyen Quang Province. The project requires land recovery of approximately 60.69 hectares, affecting 397 households, with a compensation and resettlement budget of VND 161.22 billion. As of early November 2025, compensation and land clearance have reached 99.5%, equivalent to 61.78 out of 62.1 hectares handed over as clean ground.
In Hung Loi Commune, the People’s Committee established a Mobilization Board led by its Chairman, with members including land administration officials, local mass organizations, and village-level Party secretaries and leaders. Effective communication helped residents understand the project’s objectives, creating strong consensus during land inventory, verification and compensation procedures.
To ensure unified and consistent leadership over key provincial projects such as the Tuyen Quang – Ha Giang Expressway, the Ho Chi Minh Road section through the province and the Provincial General Hospital, the Provincial Party Standing Committee has approved the establishment of a Steering Committee for Key Transport and Urban Projects, headed by the Chairman of the Provincial People’s Committee.
During recent inspections, provincial leaders identified several causes of delays, including insufficient decisiveness at the commune level. Localities have been urged not to shift responsibility, avoid policy bargaining and ensure both progress and construction quality. This strengthened leadership has significantly contributed to advancing socio-economic development across the province.
