Removing bottlenecks in tax debt recovery

In 2026, Tuyen Quang Province has set a target of achieving double-digit economic growth, making tax debt recovery a key solution to increase state budget revenue and mobilize resources for development investment. However, efforts to recover overdue taxes continue to face significant challenges, as most outstanding debts are linked to land, mineral resources, and unresolved legal and administrative procedures.

As of June 30, 2026, total tax arrears in the province stood at VND 781 billion, up VND 162 billion compared to the end of 2025. Of the total, VND 240.6 billion was classified as difficult to collect, VND 4.4 billion was under processing, and VND 536.5 billion remained recoverable.

To strengthen debt collection, tax authorities have issued 8,753 tax debt notices, enforced 845 coercive measures, publicly disclosed information on 702 taxpayers with large overdue debts, and issued 110 temporary exit suspension notices.

According to provincial tax authorities, while some taxpayers have deliberately failed to fulfill their obligations, most large tax debts stem from businesses facing financial difficulties, weak market demand, business suspension, or unresolved obligations related to land use and mineral exploitation. Debts associated with land, mineral extraction rights, and other budget revenues account for VND 439.3 billion, representing 56% of the province's total outstanding tax debt.

The tax sector noted that many of these debts cannot be resolved through enforcement measures alone but require close coordination among relevant departments, agencies, and local authorities to address legal, administrative, and financial bottlenecks.

To improve tax debt recovery, the provincial People's Committee has established a Steering Committee for Tax Debt Collection to coordinate efforts and classify debts for appropriate solutions. Debts involving unresolved legal procedures or financial obligations will be prioritized for administrative and procedural resolution, while strict enforcement measures will continue to be applied against taxpayers who deliberately fail to comply with tax obligations.

The Tuyen Quang Tax Department has also developed a detailed debt recovery plan for each category of taxpayer and implementation timeline. Priority will be given to resolving long-standing issues related to land lease payments and mineral exploitation rights, while strengthening control over newly arising tax debts. The sector aims to maximize the recovery of collectible tax debts, helping increase budget revenues, unlock financial resources for development investment, and support the province's goal of achieving double-digit economic growth in 2026.
