Fostering the spirit of entrepreneurship and innovation
With a coordinated policy framework and flexible implementation, Tuyen Quang Province is steadily building a startup ecosystem that encourages young people and residents to innovate, start businesses, and pursue sustainable economic development in their hometowns.

To create a favorable environment that inspires young people to think boldly and act decisively, the provincial People’s Committee has issued Plan No. 213/KH-UBND to implement the “Youth Startup Support Program” for the 2022–2030 period. Alongside this, movements promoting youth entrepreneurship and business start-ups have been widely launched. Departments and agencies have rolled out synchronized support policies, helping to create an open and enabling business climate.
To date, more than 1,000 businesses across the province have joined e-commerce platforms, while over 400 OCOP products are being promoted online. More than 90 percent of key products have applied production-area codes and QR-code traceability, providing a strong boost for local agricultural products and driving annual online revenue growth of 20–30 percent.
Building on the startup ecosystem, many youth-led models have demonstrated outstanding effectiveness. Young entrepreneurs are not only generating legitimate wealth on their native land but also creating jobs and stable incomes for local workers. Alongside well-established brands such as Ham Yen oranges, Hong Thai Shan Tuyet tea, and Phin Ho green tea, many young people have boldly applied innovative thinking to production. Notable examples include the free-range black chicken farming model of youth member Luong Van Nam (Tung Ba Commune), earning over VND 200 million annually; the Ha An Mint Honey Cooperative (Dong Van), with stable profits of around VND 200 million per year; and the Livestock and Integrated Agricultural Services Cooperative led by youth member Ha Van Ngoc (Yen Minh), which has recorded impressive revenues exceeding VND 460 million annually.
Another highlight is the “Che Chot 468” tea product (rated OCOP 3-star) developed by young entrepreneur Ly Duc Dan in Thanh Thuy Commune. Starting from small-scale, fragmented production, Dan mobilized 13 households to establish an organic Shan Tuyet tea raw-material area covering more than 150 hectares, while investing in a closed processing and packaging system. The model provides annual incomes of over VND 150 million for cooperative members and creates jobs for nearly 20 local workers. This success earned Ly Duc Dan a place among the 36 outstanding young entrepreneurs from ethnic minority and mountainous areas in 2025.
According to leaders of the provincial Department of Science and Technology, fostering entrepreneurship and innovation requires continued investment in high-quality human resources, digital and information technology infrastructure, and - most importantly - the cultivation of an innovative mindset among the people. When innovation becomes a shared culture embedded in daily thinking and practice, individuals and businesses alike will actively and sustainably contribute to the province’s socio-economic development.
Igniting the spirit of entrepreneurship and innovation is not only a solution for economic growth but also the shortest path for Tuyen Quang to achieve breakthrough development, moving toward the goal of comprehensive and sustainable growth by 2030.
