Effective management of natural resources and minerals for sustainable development
The efficient management and use of natural resources, environmental protection, and proactive adaptation to climate change have been identified as key strategic tasks for Tuyen Quang Province to achieve rapid and sustainable development in the new period. These priorities are clearly set out in the Resolution of the 1st Provincial Party Congress for the 2025–2030 term, which emphasizes development based on science and technology, innovation, and digital transformation.

In practice, during the 2020–2025 period, the Provincial Party Committee effectively led and directed the management, exploitation, and use of natural resources, environmental protection, and climate change response, achieving many positive results. Awareness among cadres, Party members, and the public of the importance of these fields has steadily increased, while the state management apparatus for natural resources and the environment from the provincial to grassroots levels has been consolidated, with clearer decentralization and assignment of responsibilities.
Land management, in particular, has received close attention from the Provincial Party Committee, the People’s Council, and the People’s Committee, resulting in notable improvements. State management of land use has become more systematic, with legal documents issued in a timely and coordinated manner, creating a solid legal framework for mobilizing land resources to support socio-economic development. Land-use planning has been completed and implemented effectively, while inefficient and environmentally harmful resource exploitation projects have been eliminated.
At the same time, a number of renewable energy projects, including solar power, hydropower, and biomass energy, have been completed and put into operation, contributing to energy security and emissions reduction. Since the implementation of the 2013 Land Law, more than 3,500 hectares of land have been reclaimed to implement over 1,400 projects serving national defense, security, and socio-economic development. During the 2020–2025 period, land-related revenues totaled more than VND 6.2 trillion, making a significant contribution to the provincial budget.
Environmental protection efforts have been strengthened from the project appraisal stage, with major pollution sources closely monitored. The rate of collection and treatment of municipal solid waste in urban areas has reached 95 percent, and there are no longer heavily polluted lakes, ponds, canals, or ditches across the province. Environmental inspection and enforcement activities have been intensified, enhancing the effectiveness and deterrence of state management.
In response to climate change, the province has implemented various models for restructuring crops and livestock, adjusting production schedules, relocating residents from disaster-prone areas, and carrying out greenhouse gas emission reduction projects. In the coming period, Tuyen Quang Province will continue to improve land surveys, promote a circular economy, develop organic agriculture, invest in environmental infrastructure, and work toward the goal of green, clean, and sustainable development.
