Mobilizing all resources to restore production
Storm No. 10 has caused severe damage to agricultural production and transportation infrastructure in Tuyen Quang province. Immediately after the storm’s circulation passed, local authorities and sectors mobilized all available forces to implement recovery measures, ensuring food security and stabilizing people’s livelihoods.

In Kim Binh commune, more than 1,000 hectares of rice and crops were affected, including nearly 300 hectares of submerged rice fields, some completely destroyed. Local police, militia, and youth union members were mobilized to help residents harvest rice as floodwaters receded. The commune also reinforced livestock shelters, restored fruit trees, and prepared for winter crops to offset production losses and maintain incomes.
According to the Department of Agriculture and Rural Development, over 8,000 hectares of crops across the province were affected; 120 fish cages and more than 340 hectares of aquaculture areas were lost. The agriculture sector has directed localities to drain waterlogged fields, clear irrigation canals, and operate pumping stations to prevent prolonged flooding. Farmers are being supported in harvesting rice and caring for recoverable crops, while areas completely damaged are being replanted with short-term winter crops such as corn, potatoes, and vegetables to ensure food security in 2025.
Livestock farmers have been advised to reinforce barns, store feed and veterinary supplies, and disinfect to prevent disease outbreaks. Aquaculture households are strengthening cages, cleaning up debris, treating water quality, and harvesting early when possible to minimize losses.
The province’s transport infrastructure also suffered heavy damage, with 247 landslide and flood-affected sites on national highways and over 360 damaged or flooded sections of local roads. Road maintenance units have mobilized manpower and machinery to clear debris, unblock drainage systems, and install warning signs to ensure safe and continuous traffic flow.
Despite difficult terrain, degraded infrastructure, and ongoing rains hindering progress, provincial departments and localities are exerting maximum effort, resources, and manpower to quickly restore production, transportation, and stabilize daily life for residents.
