Tuyen Quang's rollout of two-tier local governance model opens new opportunities for development

On July 1, 2025, the newly established Tuyen Quang province officially came into operation, marking a major milestone in the nationwide restructuring of provincial-level administrative units. The merger of Ha Giang and Tuyen Quang is not only a historic event but also opens up a new development space characterized by a large scale, a significant population, a strategic geographic position, and abundant potential.

The newly merged Tuyen Quang province covers nearly 13,800 square kilometers and has a population of approximately 1.9 million people. It consists of 124 commune-level administrative units and is the only locality in the country that borders both Yunnan and Guangxi provinces of China, with a border stretch of over 277 kilometers. With its diverse terrain and natural conditions, the province is expected to become a prominent hub for green economic growth, tourism, agriculture–forestry, and renewable energy development.

The National Assembly approved the decision to merge the two provinces with an overwhelming consensus. According to Minister of Home Affairs Pham Thi Thanh Tra, this is a comprehensive and breakthrough reform aimed at streamlining the administrative apparatus, enhancing the efficiency of state governance, and laying a solid foundation for sustainable development. Previously, both Ha Giang and Tuyen Quang had achieved notable progress. In 2024, Tuyen Quang recorded a GRDP growth rate of 9.04% and, for the first time, successfully exported seven agricultural products to the UK. Ha Giang also reported a GRDP growth of 6.05%, attracting over 3.2 million tourists and steadily asserting its position on the global tourism map.

Despite the promising outlook, the operation of the newly formed province presents considerable challenges. The vast territory, complex terrain, scattered population, and uneven levels of development demand a fresh governance mindset and adaptive, locally tailored policies from the political system.

Recently, preparations for the 2025–2030 Provincial Party Congress of Tuyen Quang have been progressing with urgency. The upcoming Congress is expected to focus on promoting the province's revolutionary legacy, harnessing the strength of ethnic unity, building a resilient political system, accelerating infrastructure development, driving digital transformation, advancing administrative reforms, and fostering private sector growth.

With a new vision, fresh thinking, committed leadership, and meticulous preparations, Tuyen Quang, alongside 33 other provinces and cities nationwide, is ready to stride confidently into a new era of national advancement.
