After three months of implementing the two-tier local government model, Thang Mo commune has operated smoothly and effectively, handling over 1,000 delegated tasks across various sectors such as civil status, land management, finance, education, healthcare, social welfare, construction, culture, and justice, meeting the needs of local people.

Thang Mo commune was newly established through the merger of the former Sung Chang, Sung Thai, and Thang Mo communes. It now covers an area of over 6,700 hectares with a population of nearly 16,000, mostly ethnic H’mong people. The commune’s Party Committee promptly issued working regulations, assigned specific responsibilities to each official and Party member to ensure comprehensive leadership and effective direction.

Following the merger, the new local administration faced several challenges in managing a larger area and addressing residents’ concerns about potential disruptions. However, local cadres and civil servants have demonstrated integrity, transparency, and responsibility in their work, gaining people’s trust through practical actions.

Hau Mi Gio, a resident of Ha Gia hamlet, shared: “Previously, obtaining my child’s birth certificate required many trips and took a lot of time. Now, with online declaration and the support of the commune officials, I received it within five days. The officers are responsible, approachable, and efficient.”

According to Giang Minh Tuan, Vice Chairman of the Thang Mo Commune People’s Committee, after the merger, the local government focused on consolidating its apparatus, fostering internal unity, and improving service quality. Many administrative procedures can now be completed directly at the commune, saving residents time and travel costs.

So far, the commune has received 1,965 administrative dossiers, of which 1,940 were resolved ahead of schedule. Thang Mo currently ranks 10th out of 124 communes and wards in the province for service quality on the National Public Service Portal.

Nguyen Xuan Trieu, Secretary of the Party Committee and Chairman of the Commune People’s Council, affirmed that despite remaining difficulties, the merger offers an opportunity to innovate, enhance administrative efficiency, and strengthen unity. The Communist Party Committee is determined to improve leadership capacity and the political role of Party organizations. A flexible, people-centered governance approach has enabled Thang Mo to operate efficiently, coordinate effectively, and better serve its residents.
